The Wellington Region Emergency Management Office (WREMO) was formed in 2012. It is a semi-autonomous organisation that co-ordinates Civil Defence and Emergency Management services on behalf of the nine councils in the Wellington region.

WREMO’s operational structure
Fortunately, most of the time we are not responding to an emergency. So our structure is focused on the tasks we do most often – readiness and reduction.
WREMO has three core groups: Community Resilience and Recovery, Operational Readiness and Response, and Business and Capability Development.
Emergency response structure
During an emergency, the Wellington Region can activate up to six Emergency Operations Centres. These are located in Wellington, Hutt City, Upper Hutt, Wairarapa, Porirua and Kapiti. The centres’ response effort is coordinated by an Emergency Coordinating Centre.
The Emergency Operation Centres and Emergency Coordinating Centre are run by the relevant council, with support from the wider CDEM Group. WREMO staff support the activated centres.

Empowering communities to build the resilience and continuity necessary so that the region is prepared to respond to, and recover from, natural and man-made emergencies. The following principles describe how WREMO will conduct business Network enabled. This recognises the importance of establishing and maintaining key relationships partnerships (and in some cases) with key stakeholders; inter and intra council, emergency and support services, and most importantly with our community. Network enabled also means harnessing modern technology to provide control, coordination and communication, a common operating picture and associated information, plus allowing for centralised planning with decentralised delivery. Agility. Focusing on those tasks which will build resilience as business as usual, while being able to quickly reconfigure resources to respond effectively to emergency situations, noting that these will vary in type, intensity, impact and location, with each requiring a tailored response. High performance. Implementing an organisational philosophy, culture, cohesion, training and systems that will enable participating organisations in a response and recovery to be at the peak of their game; and Single team. Our region is networked through social, economic, infrastructural, and environmental links. A unified approach with clear lines of control, communication, and cooperation is essential for an effective response and rapid recovery.
